La Administración Obama está ultimando la creación dentro de la estructura del Pentágono de un nuevo ciber-comando. Su función específica será velar por la seguridad de las redes de ordenadores militares de Estados Unidos, amenazadas por la intrusión de «hackers» vinculados especialmente a países como China y Rusia. Esa nueva entidad también se encargaría de lanzar ofensivas informáticas como parte de futuros conflictos más digitales que analógicos.

La confirmación oficial de esta iniciativa -avanzada por el «Wall Street Journal»- ha sido calificada como inminente, aunque el Pentágono llevaría un año estudiando esta nueva estructura que debería ser oportunamente notificada al Congreso. Al menos inicialmente, la nueva entidad estaría asociada al Comando Estratégico del Pentágono, con base en Omaha (Nebraska) y con jurisdicción en todo lo referente a espacio y el mundo cibernético.

Como jefe del ciber-comando se baraja incluso el nombramiento de Keith Alexander, general de tres estrellas actualmente a cargo de la Agencia Nacional de Seguridad, la parte de los servicios de inteligencia de Estados Unidos dedicada a espionaje electrónico. El general recibiría una estrella adicional al hacerse cargo de su nuevo destino, cuyo puesto de mando estaría situado a las afueras de Washington. Ascenso que vendría acompañado de recursos y personal.

Estos planes coinciden con la reciente denuncia de que espías informáticos han logrado de forma repetida infiltrarse en el programa más costoso del Pentágono: el avión F-35. Un proyecto valorado en 300.000 millones de dólares cuyo contratista principal es la compañía Lockheed Martin. Según algunas fuentes, los ataques podrían tener su origen en China y habrían sido capaces de copiar y extraer varios terabytes (equivalente a un millar de gigabytes) de información confidencial relacionada con el diseño y los sistemas electrónicos del «Joint Strike Fighter».

Dentro de su más reciente petición presupuestaria remitida a la colina del Capitolio, el Departamento de Defensa ha solicitado fondos adicionales para expandir el entrenamiento de expertos militares en el frente cibernético. Con planes para triplicar la capacidad de la formación de esos recursos humanos en cuestión de dos años, pasando de 80 a 250 ciber-especialistas.

No es un secreto que, cada día, las redes informáticas del Pentágono son objeto de múltiples intentos de penetración. Con un volumen de ofensivas de intrusismo que se habría llegado a duplicar recientemente. Responsables militares han reconocido que el Departamento de Defensa se ha visto obligado a gastar más de cien millones de dólares durante los últimos meses para responder y reparar los daños causados por estos ataques.

Junto al frente militar, la Casa Blanca también ha ordenado una revisión de los esfuerzos en materia de ciber-seguridad dentro de la esfera civil. Con ramificaciones que abarcan desde el control del tendido eléctrico al control de la aviación civil pasando por toda clase de información confidencial. Ante la falta de una entidad centralizada para coordinar estas cuestiones, se especula con la posibilidad de que el nuevo gobierno estadounidense nombre un «zar» encargado de supervisar la seguridad informática de Estados Unidos. Y también se amplíe el programa para ciber-seguridad de 17.000 millones de dólares aprobado por el Congreso el año pasado.

Ya durante su campaña presidencial, Barack Obama se comprometió a dedicar más atención a la defensa de la infraestructura informática de Estados Unidos. Llegando incluso a comparar el peligro para la seguridad nacional planteado por posibles ataques informáticos con la amenaza que representan en la actualidad cargas nucleares o biológicas.
